Well, as long as you raise the subject, this is how you deal with terrorists, if you want to win the war, and not just the battles:
I think many of us have underestimated South Africa. They apparently share some of the same problems as we have in Memphis but have already arrived at a solution. I just got the following story from a friend at Bloomberg but have no idea what the news service is where he gets this stuff and I'm embarrassed to write and ask about it since I have watched his show in several weeks:

Sept. 29 (AFP) -- A South African robber was shot dead as
he attempted to steal a bag containing money at a funeral
parlour east of Johannesburg police said Wednesday.
Police spokesman Cobus Holloway said the incident happened
when an old lady with her son were followed by four armed men
in a stolen car after they withdrew substantial amount from a
bank to take to a funeral parlour.
"The old lady saw that they being followed and when she
got inside she swapped her bag with another lady... one robber
grabbed the bag but it was the wrong one," said Holloway.
Meanwhile the son fought with the robbers who snatched his
mother's bag "but he (the robber) managed to run away with the
bag."
As they fled towards their getaway car the son then took
out his registered firearm and shot at the robbers killing one
of them just outside the building, said Holloway.
The others sped away in the stolen car but police gave
chase and arrested two of them. Police shot one of the alleged
robbers in the arm but he managed to run away.
