The Phillies are putting Antonio Bastardo, A.J. Burnett, Roberto Hernandez, Ryan Howard and Kyle Kendrick on waivers.
Max isn't here to defend himself, but I can't help but poke at the old bear for his insistence that Amaro and the Phillies were doing it the right way. Everyone could see their window was shutting and the dunderhead of a general manager has made his problems worse.

If Duncan was still around, I'd suggest the Cardinals might want to kick the tires on Bastardo. Lilliquist doesn't seem to have the same knack for getting pitchers who were good and then sucked to not suck anymore.

Ryan Howard on waivers... Man how the mighty have fallen....
So what does that do to the 25 million a year Philly owes him? Would anyone who claimed him be responsible for that money? If so, then I'm sure he clears waivers, but then what? Does he just sit at home collecting 25 million from Philly?
I know baseball contracts are guaranteed, but I get fuzzy in what happens here.

The team that claims him becomes responsible for his contract. Which is why he won't get claimed outright. The Phillies are more than likely just testing the market to see if anyone will take him. If a team puts in a claim, then there could be some kind of arrangement made so the team to which he's traded and the Phillies split the salary.
If he's DFA'd, no one claims him up and he's released, the team that then signs him would be responsible only for a pro-rated portion of the league minimum, and the Phillies would be responsible for the rest.
And if no one picks him up, then the Phillies would have to, as you say, pay him to sit at home.
It's the same as the Cardinals having to pay Ty Wigginton after he was released last year, albeit with a much smaller price tag. I think someone picked him up for a couple of weeks and then figured out like the Cardinals did that he was done, but ultimately it was the Cardinals who paid him to sit on his arse for the rest of 2013.

If someone claims him, I believe that team would assume the contract.
Merely passing someone through waivers isn't the same as designating him for assignment. It's merely a prerequisite to attempting an August trade. Howard remains with the team even if he clears waivers.
The goal in putting these players through waivers is that they clear waivers, and then the Phillies can try to trade them.
Also, these are revocable waivers. Not that anyone would claim Howard, but suppose a team put in a claim for Burnett. There's a period of time during which the Phillies and the other team can try to work out a trade. If a trade can't be worked out, the Phillies then have the option of letting Burnett go for nothing or pulling back the waivers and keeping him.

I did a little research. I should have remembered the Cardinals signed Wiggy to a 2-year, $5 million contract. So the Cardinals are still paying him $2.5 million to lead some over-30 league in North Carolina in OPS this season.

That was one hell of a stupid signing. They can't all be perfect, but I'll never know what the Cardinals were thinking.

The thinking was Wigginton would give them a right-handed bat off the bench that averaged 20 HRs for the previous half-dozen seasons and was more potent than Shane Robinson. They obviously misread how quickly his skills would erode. Either that or Shano is an evil wizard who puts spells on the 25th player on the roster, which is the most plausible explanation as to why he keeps turning up in St. Louis.

Funny, but food for thought since he does resemble Peter Pan and seems to carry a (not-so-)magic wand instead of a bat to the plate.
