    Is this for the clowns that like to wear their shoes loose because it is cool. I have never laced a shoes loose.  That is what they made sandles for.

    No , I think it's for the clowns that think it's cool to display that "prisoner brought into the courtroom in chains " effect . It'll probably catch on big time in California first ...
