I thought the hall decided what team a person went in as. I dont care really but no shows tlr is who he is. No decision is ever easy and he is always willing to go against the grain.

There have been some sheningans in the past (Wade Boggs wanted to go in as a member of the Devil Rays) and the decidely non-controversial folks at the HofF want to avoid any controversy. I don't have a problem with La Russa going in without a specific team's cap. There are just as many people who think of him as the manager of the Oakland A's (and the White Sox, to a lesser extent) as they do the manager of the Cardinals.
I have a bigger issue with Maddux going in without a team. He should represent the Braves.

Maddux played nine years in Chicago. Won a Cy Young with them, and they drafted him. I know he did great things in the 11 seasons he was with Atlanta, but I can understand the reluctance... 2 decades spent across two cities (9 in one, 11 in the other)... I might just say no logo too.

I didn't know he was there that long. I just think if you asked most neutral fans "What team did Greg Maddux play for?" most of them would think of the Braves first.

Certainly. I was shocked he didn't go in as a Brave until I read up on it. He played 6 years there to start his career and then three more to finish it. I was totally with your opinion until I read that. Then it made a little more sense.
