I'm not a pitching coach either, but it could be something as simple as unfamiliarity with the mound. I remember there was a gap between his home and road splits this year, and he can't have pitched much at home this year because the Cardinals have only played 12 games at Busch so far.
Mounds are like snowflakes. They look pretty much the same, but they're all different. And don't think for a second a grounds crew won't tailor a mound to the guy who's pitching for the home team that night, and they're so good they can make an alteration look subtle. Harang is a taller man with different mechanics than Miller.
You're probably right and Miller's issues are either mechanical and inside his head, but there's other stuff that could be happening.

The folklore was always one of the other teams in the NL, I think either the Cubs or the Mets, used to let the grass grow for about a week before Whitey's Cardinals came to town to slow down Vince Coleman and the other rabbits.
We were in the same league with a team from a town that was always competing for the state high school championship, mostly because they seemed to have an endless supply of 6-foot-4 pitchers who threw serious heat. I pitched against them a couple of times at their place and the mound was so high I should have brought along a Shirpa guide. I didn't mind because I'm pretty tall and I threw the ball OK, but it always seemed like their guys were dropping mortars on top of your head.
