Seriously though, I'm glad they didn't do something stupid like making a huge trade, but it's a shame they weren't willing to accept that this team wasn't very good and lost the opportunity to sell off some of the pieces that won't be back next year.

They can acquire players until Sept. 1, as long as the player passes through waivers. Which kind of limits them to overpriced guys teams are willing to dump. The Cardinals could probably have Clay Buchholz if they agree to pay him and pick him up at the airport.

As the team selling players through waiver, how does it work? For example, if garcia passes through waiver or someone makes a claim, can the Cardinals trade him for a prospect?

Yes. But the critical component for the Cardinals would be dumping salary. None of the three players you've cited is guaranteed a penny beyond this year, so there's no reason for the Cardinals to trade them.
BTW, Moz said last week they would like to have Moss back. Holliday has supposedly said he'd like to finish his career in St. Louis. I don't know if the Cardinals intend to accommodate that request, but he'd probably have to take some sort of pay cut.
I have to believe Garcia's train leaves the station at the end of this season. While $12 million isn't a lot for a middle of the rotation left-handed starting pitcher, there's no room in the rotation for him. They have too much money tied up in Leake and Wainwright, Martinez and Wacha are years away from free agency, and Lynn is coming back.

I was just thinking in terms of getting something in return. Clearly for ticket sales reason the Cardinals will never be a team that dismantles.
